Yes, but...
There are lights, but the quality is so poor as to make the lights unusable for night play. The lenses are so dirty as to block a lot of the light. The city just does not want to get up there and clean them.  Also, two lamp heads are overgrown by the trees, thus blocking most of their light output. Again, the city knows about this, but does not want to bear the expense of trimming the trees.
Court Surface Quality
Poor
The surface it totally shot. At the baseline there is more bare asphalt than there is paint.  Very dangerous, too, as the surface is very sandy from the sanded a paint surface deterioration.  These courts are unplayable for any level of serious play.
Cleanliness
Poor
The city does not clean these tennis courts, and because of the surrounding bushes, they get very dirty. They often have piles of leaves on the courts.

Other Features / Comments

Overall, Davies Park is very nice. Unfortunately, the tennis courts have not been maintained to the level of the rest of the park.

Folsom Lake College Public Tennis Courts

Directions:

From Folsom Auburn Road, turn west onto Oak Avenue Parkway.

Turn right onto American River Canyon Drive.

Turn left a the "T." The park will be on your left.
